Selon Bitcoin News, le membre du Congrès américain Nick Begich a présenté l'« U.S. Reserve Modernization Act », qui compte déjà 16 co-parrains initiaux. Le projet de loi établira une réserve stratégique de Bitcoin, intégrera les actifs numériques détenus par le gouvernement fédéral et les verrouillera en tant qu'actifs de réserve à long terme pendant au moins 20 ans.

Le projet de loi explore également des stratégies d'acquisition de Bitcoin neutres sur le plan budgétaire tout en protégeant les réserves contre les futures tentatives de liquidation par le gouvernement et le Congrès. Les médias ont commenté que la réserve stratégique de Bitcoin établie par Trump par décret présidentiel sera officiellement inscrite dans la loi par l'« U.S. Reserve Modernization Act ».
