Ukraine Prepares Three Glass Production Projects: When They Will Start
The domestic production of flat glass in Ukraine may not resume until 2028. Currently, the country is implementing three major investment projects that together could create 73.7 million square meters of capacity per year, while the needs for reconstruction are estimated at no less than 27 million square meters of glass annually.
This information is reported by Delo.ua, citing data from the Ukraine Investment Guide 2026, presented at the Ukraine Recovery Conference in Gdańsk, and "Interfax-Ukraine".
The glass sector in Ukraine is entirely dependent on imports. The only flat glass plant in the country, the Lysychansk "Proletary", is located in occupied territory.
At the same time, large-scale reconstruction will create stable demand for construction materials in the residential, transport, energy, and industrial sectors. Ukrainian manufacturers already cover about 70-75% of the demand for basic materials, particularly cement, concrete, bricks, and mineral wool, but flat glass remains an import-dependent segment.
In 2023, the consumption of flat glass in Ukraine amounted to 11.2 million square meters. Forecasts suggest that reconstruction will increase demand to at least 27 million square meters per year.
Currently, three large-scale glass production projects are being implemented in Ukraine:
- The "City of Glass" industrial park by Berezansklo of the City One Development group;
- NovaSklo by the investment company EFI Group;
- Ukrglass in Transcarpathia.
The "City of Glass" industrial park is being created in the capital region as a specialized glass cluster based on the One Stop Shop principle. The concept envisions that enterprises will operate within a single production chain, with up to 70% of products and services being sold among park participants.
City One Development reported that the first infrastructure project within the "City of Glass" has already been completed under the state program to stimulate industrial parks with co-financing conditions.
In 2025, the park received state co-financing for the development of engineering infrastructure: UAH 26.3 million for the construction of external power supply infrastructure and UAH 8.3 million for the construction of gas supply networks.
The first completed project was the connection of the industrial park to the power grid with a capacity of 10 MW. This is expected to provide the energy basis for the production of transparent float glass, architectural glass, and fiberglass. The next step will be the construction of gas supply networks.
According to the Ukraine Investment Guide 2026, a float glass plant with a capacity of 600 tons per day, or 18.7 million square meters per year, is planned within the "City of Glass". Expected investments are around $150 million, of which $50 million is own funds and $100 million is attracted.
A plant for architectural glass with a capacity of 5 million square meters per year is also planned. Its investment volume is estimated at $30 million, of which $10 million is own funds.
$10 million has already been invested in the float glass plant, and another $31 million is planned to be invested in 2026. This year, $2 million is planned to be invested in the architectural glass plant. The launch of capacities is expected in 2029.
The second project is NovaSklo in the Brovary district. It involves the construction of a plant for the production of float glass and coated glass with a capacity of 800 tons per day or 25 million square meters per year.
The enterprise is expected to produce architectural glass, including transparent, extra-clear, and coated glass, internal safety glass, mirrors, as well as specialized tempered products for the agricultural and solar energy sectors.
The project has completed the pre-project phase and has moved to the design stage. Public hearings on the detailed plan of the territory and the report on strategic environmental assessment have also been conducted.
NovaSklo has established a strategic partnership with Pilkington Architectural Glass, part of the NSG Group. This is expected to provide access to float glass production technology.
The total investment in NovaSklo is estimated at approximately $306.5 million, of which $95.9 million is own funds and $210.3 million is attracted financing. By 2026, $5.2 million has already been invested in the project, and $73.9 million is planned for 2026.
A letter of agreement has also been signed with the IFC, which is expected to be the main partner in structuring and mobilizing long-term financing. Production is scheduled to start in 2028.
The third project is Ukrglass. It involves the construction of two lines of a flat glass plant in Tyachiv and Ohorodna with a total planned capacity of 800 tons per day.
The target clients of Ukrglass are expected to be B2B companies in the construction, automotive, and furniture industries. This includes architectural glass, windows, and automotive glass.
The company owns or leases plots in industrial parks, including 40 hectares in Ohorodna, and has confirmed energy capacities. Ukrglass has completed pre-project design, has a license for sand extraction in the Chernihiv region for 20 years with reserves of over 20 million tons, and has partnership agreements for equipment.
The total budget for Ukrglass is estimated at $278.5 million. The own contribution is expected to be $83.5 million, and another $195 million needs to be attracted. $13.9 million has already been invested in the project, with the same amount of investment expected this year. The planned launch is in 2030.
Thus, even with several large investment projects, Ukraine will remain dependent on imports of flat glass at least until the launch of the first new production capacities.
