Nvidia and Japan Seal Alliance for Industrial Physical AI
Thirty years ago, a $5 million injection from Sega prevented Nvidia from going bankrupt. Now, Jensen Huang has returned to Japan as the leader of the world's most valuable company, with an agenda that connects virtually all of Japan's industrial elite to a single project: transforming factory floors, vehicles, and robots into machines powered by artificial intelligence.
The two-day visit to Tokyo on July 15 and 16 resulted in agreements covering everything from the construction of a national AI factory to partnerships with the country's largest robotics companies. Huang's message was clear: the next chapter of AI is not in chatbots or image generators, but in the physical world. And he wants Japan to build it.
Japan does not want to rely on American or Chinese models to operate its factories and robots. Therefore, the government has coordinated around 44 domestic companies, with SoftBank, Sony, NEC, and Honda at the core, to create the Noetra project. The goal is to develop foundational models of "physical AI" capable of controlling machines in the real world.
Tokyo is committing up to 1 trillion yen ($6.2 billion) over five years. The money will fund a three-phase plan: a reasoning model focused on the Japanese language starting in the fiscal year 2026; an omnimodal version that processes text, image, video, and audio by 2028; and a "Real World Native AI," designed to operate robots, expected by 2030.
The ambition is sovereign, but the hardware is American. Nvidia will build what it calls the "Vera Rubin AI Factory," a data center with 13,750 Vera CPUs and 27,500 Rubin GPUs, delivering 140 megawatts of computational capacity. The launch is projected for 2028. The company presents the project as "the world's first national AI infrastructure." As we analyzed in our coverage of technology and AI, the race for computational sovereignty is reshaping geopolitical alliances in the sector.
In addition to Noetra, Huang managed to align Japan's largest robotics and manufacturing companies with the Nvidia Cosmos ecosystem, an open models platform launched in May. Fanuc, Yaskawa, Kawasaki Heavy Industries, Fujitsu, Hitachi, Sony, SoftBank, and Kubota announced plans to build on these models.
The highlight presented in Tokyo was the Cosmos 3 Edge, a version of the model that runs directly on Jetson Thor chips within the machines themselves. This means that AI processing occurs on the robot, without relying on constant cloud connectivity. Some companies are already testing a shared control system; Honda R&D and Omron are building solutions on the tools now.
"Japan invented modern manufacturing. Now, it has the opportunity to reinvent it for the era of smart industries," Huang said in an official statement. The phrase sounds like diplomatic courtesy, but the numbers behind it are concrete. Japan aims for 10 million AI-equipped robots across 18 sectors by 2040, with $65 billion in public and private investment in physical AI. The Japanese strategy for robotics and AI, announced in March, aims to capture over 30% of the global AI robotics market by 2040, valued by Tokyo at around $133 billion.
Toyota already uses Nvidia chips in a large part of its operation. In January, at CES, the automaker announced that its next-generation vehicles would run on the Nvidia Drive platform. Now, the partnership extends to production line simulations, vehicle software, and real-time traffic reading systems.
Toyota's approach to autonomous driving is deliberately more conservative than that of Waymo or Tesla. Its systems function as advanced driver assistance, controlling steering and braking, but still requiring a human driver. In a market like Japan, where the population is aging rapidly and the workforce is shrinking, this regulatory caution coexists with the urgency to automate everything possible.
The subtext of all this movement is geopolitical. While the United States and China advance in large-scale AI, Tokyo wants its own data, its own computing power, and less dependence on infrastructure it does not control. Huang appeared alongside Commerce Minister Ryosei Akazawa at the government launch of the physical AI program. Prime Minister Sanae Takaichi participated via video.
The Takaichi government has made AI and semiconductors the centerpiece of a growth plan that aims for 370 trillion yen (US$2.3 trillion) in public and private investment by 2040. It is an ambitious number, but the direction is clear. As we explored in our analysis of Nvidia's dominance in the AI chip market, Huang's company has become the inescapable link in any national artificial intelligence strategy.
The paradox is evident: Japan's quest for technological independence, at least for now, depends on American silicon. But the logic is pragmatic. Japan dominates critical links in the semiconductor supply chain, such as materials and manufacturing equipment, and uses this bargaining power to negotiate privileged access to Nvidia's technology.
Tokyo was the third stop on a tour that Huang has been repeating across Asia. Weeks earlier, he gave a keynote in Taiwan. Last year, he closed a deal for 50,000 GPUs in Seoul. The pattern is always the same: personal presence, dinners with CEOs, and billion-dollar contracts packaged as "strategic partnerships."
For investors and technology professionals, the most relevant signal from this tour is Nvidia's central thesis for the coming years: physical AI. It is no longer just about training language models in data centers. The focus now is on robots that assemble cars, systems that optimize production lines, and vehicles that interpret traffic in real-time. Japan, with its massive industrial base and demographic crisis, is the ideal laboratory for this thesis.
If the bet pays off, Nvidia will not just be the company selling shovels in the AI gold rush. It will be the platform upon which the global industry of the 21st century operates. And Japan, which once dominated manufacturing, is trying to do it again, now with AI on the factory floor.
