As of mid-August, Kyiv has only completed 50% of the planned work for preparing for the heating season. Mayor Vitali Klitschko reported that some major projects are expected to be completed by the end of the year. One of the main tasks is to create a backup system to ensure heating, electricity, and water supply in case of destruction of major generating facilities. Klitschko noted that the heating system in Kyiv is one of the largest in Europe, and it is impossible to change it in a short time. The 50% figure is an average for various works and projects, some of which are completed by 90% or more. Major activities are planned to be completed by the start of the heating season, while fundamental projects related to equipment production are expected to be finished by the end of the year. The mayor also pointed out the lack of specialists, funding, and time to implement all plans. Problems with heating intensified after the attacks in January 2026, when thousands of homes were left without heating. Kyiv is preparing for the new heating season considering military risks, including the creation of backup heat sources and mobile boilers. In June, the city presented an updated resilience plan for the heating season and allocated 800 million UAH for the repair of internal electrical equipment in residential buildings.
